If you do not meet the requirements for the governmental statutory fee, you must pay the higher institutional fee. 

The amount of institutional fee differs per program, and there may also be a difference between EEA and non-EEA student. The institutional rates are determined annually by the EUR and may not be lower than the statutory rate.
